Chuck is a cute young woman with dark hair that frames her face in choppy strands, and somewhat reclusive blue eyes. Her skin is pale, her hair probably dyed. Her height and build are completely average, neither slender nor curvy, nor tall nor short. A thin, healed scar runs along her jaw on the left side of her face, noticeable but not prominent.
Her present attire is comprised of a form-fitting black shirt with white cap sleeves and a pair of khaki cargo-pants. She has a draw-string mini backpack over one shoulder, that contains everything she needs for her journey, though her pokeball(s) reside on her belt.
Personality
Chuck has a history of being ruthless and cold, but she's attempting to reform, of late. This results in her mostly being quiet and reseved, but she attempts to be warm and kind when she can. This does, on occasion, come off pretty awkwardly for her. She's got a strong competitive streak that tends to bring out her aggressive nature that she's trying to stamp out. This especially extends to how she treats her pokemon. Her natural tendency is to drive them into the dirt, but she's trying to be kinder.
In addition, she's often fighting her first instincts to support herself by theft. She is doing her damnedest to go straight and do the "legit" thing. It's just not easy! She's good at being sneaky and secretive and it takes real effort to be open about herself and her actions.
History
Charlotte 'Charlie' Avery Flint was born to good parents in a good home in Vermillion City. She was raised well, loved well, and cared for to the best of her parents' abilities. She had average grades, a small group of friends, a decent talent for athletics and sports. But when she hit high school, her mom was diagnosed with cancer. Chuck was devastated, and in her young rebellious years, she acted out, by falling in with the wrong crowd.
The wrong crowd, as it turns out, were new recruits for Team Rocket. Charlie was feeling intensely resentful for the diagnosis, and how it was going to ruin her life and all, and so she lashed out as such. She went on theft runs, she helped the more established Rockets confront trainers, and eventually, she was even given pokemon of her own that she hid from her parents. But her father, a graduate of the League challenge, had an inkling of what was going on and in anger, he called her out on it. She threw an enormous fit, they had an explosive argument, and she stormed out of the house at sixteen to run away with the Rockets.
She further enmeshed herself, working endlessly against League trainers and their ilk especially, as a way to get her teenaged hissy fit out against her father. Her natural competitiveness made her work hard and climb the ranks, until by the time she was 19, she was effectively orchestrating raids. She drove her pokemon hard, and they didn't like her but they feared and respected her, and that was good enough.
Of course, it couldn't last. She was 20 when the call came through the grapevine: her mom was running out of time, and she wanted to see Chuck. The Rocket was reluctant, but she did because deep down she still loved her parents, and all that teenaged resentment was, at least, starting to die down in favor of that creeping monster called logic. She slunk off to the hospital and snuck in in the middle of the night, and her mother made a request of her: leave Team Rocket and go straight. Take the League Challenge.
Chuck was reluctant, but her mom treated her kindly and with love, and that struck that chord in her deep down, all cliche-like, and she agreed. She left the hospital, went back to the Rockets, and left her entire team on her superior's desk, with a note: 'Going Straight. Thanks for the memories.'
But it was her father that found her, his prized Houndoom able to track her down before she got far. He handed her an egg, a pokedex, a handful of Pokeballs, and some reassuring and loving words. And then... it was off she went on her own.
As she sought out a new place to begin, her egg hatched into a Charmander -- one she suspected was born from her dad's own original starting Charmander -- and thus Chuck's and Rio's journey began.
Hobbies
Stealing, thieving, being a jerk -- oh, right. Not anymore. Jogging, anything solitary, but nothing particularly creative.
Pet Peeves
Being called weak/a loser/what-have-you; losing; the fact that she has a hard time going legitimately straight.
Abilities
She's good at sneaking and thieving and staying unnoticed when she wants to. She could be ruthlessly effective at battling...if she let herself be ruthless.

Weaknesses
She's socially awkward, more nimble than strong and therefore she's not really any more protected than any other normal human being. She's probably pretty easy to manipulate by goading.
